Urban Water Disaster is a Water Disaster form main caused by human action in the process of urbanization. In recent years, China's cities suffer frequent attacks by Urban Water Disaster; it caused serious consequences, and increased flood damage. Water Disaster showing a variety of forms, and have a great deal of interference to people's lives. With the acceleration of urban construction in China, more and more natural river and the ground was hardened; Rain water cannot infiltration; groundwater cannot supplement, the ecological environment continues to deteriorate.Since the 1980s, landscape ecology gradually developed into a comprehensive theory, it combined with biology, geography, ecology and other disciplines, ideas, theories and research methods; it play a leading role in addressing sustainable development of the environmental economic and cultural etc. in modern society. This paper introduce the principle of landscape ecology into prevention and mitigation study of Urban Water Disaster; and using the system integrity, landscape sensitivity, human dominant, scale analysis, landscape multi-functional theory of landscape ecology to analyze China's Urban Water Disaster from two levels of the phenomena and the nature. It point out that the traditional measures of disaster prevention such as reservoirs, river training, irrigation channels and drainage has not address the new problems caused by Urban Water Disaster. Therefore, this paper promotes method from the river basin, city and site to solving Urban Water Disaster. At the basin level: improving vegetation structure, restore the lake function, protecting the river corridor; at the city level: Adjust the layout of land, improve water structure, using rainwater ecological compensation; the site level: using rainwater harvesting, infiltration of groundwater recharge, utilization of rain water. Finally, we discuss practical aspects of the city and site-level by two projects of Shandong Zaozhuang water planning and Shenzhuang residential areas water utilization planning; we hope it could provide a useful reference for the Prevention and Mitigation of Urban Water Disaster in China.
