As one of the core contents of project management,construction cost management has a direct impact on the final value of the project.In the highly competitive market economy system,prefect cost management can bring high quality and profit projects.In order to improve the level of enterprise project cost management and maximize optimization of resource allocation,using modern scientific management methods to asset the status of construction cost management correctly has become the project investors to maintain the core competitiveness of the inevitable choice.But at present,construction cost management maturity evaluation system is more scarce in our country,the lack of effective methods and scientific standards to measure the owner`s whole process of cost management level.This paper study construction cost management maturity evaluation from the owner`s perspective based on the whole construction cost management.Firstly,based on the research and application of the project management maturity model,this paper build the construction cost management maturity model according to the owner`s cost management characteristics.The model is designed from two aspects: project level and organization level,and establishes the three-dimensional model: the whole process cost management dimension,the maturity level dimension and the evaluation index domain dimension.The maturity level is divided into five progressive steps: initial level,simple level,regulatory level,management level and strategic level.At the same time,the initial evaluation index system was established which based on consulting a large number of literatures and taking on-site investigation and interview method.By using the questionnaire survey method to test the reliability and validity,the final evaluation index system of project cost management maturity was determined.On this basis,this paper definite the evaluation indicators and set the evaluation criteria.Secondly,according to the fuzziness and incompatibility between indexes,the fuzzy matter-element analysis method is applied to the evaluation of project cost management maturity,and the fuzzy matter-element evaluation model is established.The project cost management maturity level was evaluated by calculating the object element,classical field and controlled field,and combining the analytic hierarchy process and the entropy method to calculate the weight of the index,calculating the degree of relevance of the object to be evaluated.Finally,using Jinhui·Yuefu as a case stud to comprehensive evaluate the construction cost management maturity,and put forward specific development proposals.It`s also prove the scientific and applicability of the maturity model.Through the construction cost management maturity model established and the evaluation index system in this paper,which can realize the accurate evaluation and optimization of the construction cost management,and optimize the allocation of resources to maximize the investment benefit of the project.This paper provides a scientific theoretical basis for the improvement of the construction cost management level,and also provides a new idea for the study of construction cost management evaluation,which has certain theoretical significance and practical value.
