With the development of economy and the acceleration of urbanization process, traffic problems have seriously constrained and influenced the development of cities. Through the summary of lessons learned at home and abroad about urban transport development, finding that building an integrated transport system with a rail transit system as the backbone is an effective way to solve traffic problems in large cities. Therefore, at its advantage of a large volume, fast, safe, reliable, punctual and comfortable, energy-saving and environmental protection, urban rail transit develops at a fast speed. For the impact of rail transit construction on road traffic covering on the "point, line, surface " levels, with this background, in this thesis, an research on how to solve the traffic issues caused during the construction of rail transportation has been proposed.In this thesis, three basic issues are focused, the implementation of rail transit environment, traffic impact assessment and traffic relief approach. On the aspect of the implementation environmental analysis of rail transport, scientifically analyzing the social, land use, traffic environment during the construction period , building the basis for traffic impact analysis .Traffic impact analysis integrates the use of capacity, service level, traffic demand theory, divides itself into comparative analysis of traffic demand at whether there is a project ,and carries a combination of qualitative and quantitative analysis from the point ,line and plane three levels on the impact on traffic. To ease the traffic, according to the comprehensive analysis of traffic impact, with the principles of controlling the total traffic demand, ensuring traffic supply capacity and balancing the overall network traffic, adopting traffic planning, traffic design and traffic control and management theory methods, establishing the traffic relief program, and relisting the optimization of traffic organization and the optimal design of traffic by using the traffic engineering theory and technical means. In this thesis, Changsha Rail Transit Line 1 is used as an example, through scientific analysis of rail transit traffic impact during construction, reasonable and feasible traffic relief proposals are proposed to protect the smooth construction of rail traffic and smooth running of the regional road traffic during the construction period of rail traffic.At present, the research on the means to ease the traffic problems during the construction of rail traffic is not perfect. In this thesis, environmental analysis, traffic impact assessment, a system study on easing the traffic problems caused during the rail transit construction from the points, line, and plane three levels have been proposed, which provide a scientific basis for transport sector's management control program.
