Research On The Current Situation Of Government Supervision And Countermeasures In Water Transportation Construction Quality Of C City

The water transportation construction industry in China is in a trend of prosperity and development,the scale of water transportation construction is getting bigger and bigger,and major achievements have been made in related construction.With the continuous development of the social economy and the level of science and technology,the government supervision level of the water transportation construction project quality has been gradually improved.However,in the actual construction of water transportation projects,the quality is difficult to reach the expected level because the government supervision department has not adopted scientific and effective control methods.Therefore,the government supervision of water transportation construction projects needs to be further strengthened.As a key city in the upper reaches of the Yangtze River,C city is also an important hub port in the southwest region,and its advantages in water transportation are extremely significant.C city’s water transportation construction projects are developing vigorously,but there are also problems exposed in the government supervision during the construction process.It is necessary to further improve the government supervision level of water transportation construction project quality in C city.Hence,this paper studies the relevant literature on government supervision of water transportation construction project quality initially and raised the characteristics,existing problems,and corresponding countermeasures and suggestions of water transportation construction project quality government supervision.This paper takes C city as an example to analyze the quality of water transportation construction projects.This paper raised the countermeasures and suggestions for government supervision in line with the quality of water transportation construction projects in C city,aiming to provide a scientific basis for promoting the stable and orderly development of water transportation construction projects in C city.This paper used the methods of designing questionnaires and interview outlines to investigate the status of government supervision on the quality of water transportation construction projects in C city obtaining the status of the government supervision institutions for the water transport construction project quality in C city,including the establishment of supervision institutions and supervisory personnel.The initial data was obtained through the investigation(including questionnaires and interviews)of the government supervision agency for the water transport construction project quality in C city and all parties involved in the construction by using SPSS.Through the sorting and analysis of the survey results,there were many problems in the government supervision of the water transportation construction project quality in C city,which are mainly reflected in the supervision mechanism and the pre-event,in-process,and post-event links of the project.This paper focused on the existing problems and the causes were analyzed in depth.In terms of supervision mechanisms,problems such as incomplete laws and regulations and inadequate implementation were more prominent,and the reasons were related to the unclear functions of government supervision agencies.At the stage of engineering projects,problems such as the weak professional skills of government managers,the slow update speed of the elimination of restricted materials and the technical list,and the low frequency of publicity and training related to quality supervision were prominent;Problems such as lack of internal control supervision,the insufficient ability of relevant management personnel,lack of use of third-party agency supervision,and untimely quality management reports were more prominent;in the post-event management,the relationship between the credit evaluation of the water transportation construction market and the improvement of the quality management level of the enterprise was not enough.Aiming at the specific outstanding problems existing in the government supervision of the water transport construction project quality in C city,this paper puts forward the countermeasures and suggestions to improve the government supervision of the water transport project quality from the aspects of the supervision mechanism and the engineering project.It mainly includes improving the legal and regulatory system of construction project quality supervision and improving the C city water transportation construction project from suggestions on management team building,technology update,supervision of the internal control system of the participating parties,innovation of supervision methods,strengthening the training of practitioners,and improving the weight of the credit system.
