Due to dissatisfaction on the construction safety, functions, and energy saving performance, etc, a lot of existing buildings need reinforcement and renovation in China. Moreover, three major problems will be faced in the reinforcement and renovation of existing buildings, i.e. Is it necessary and feasible to reinforce and renovate the buildings? Whether the renovation scheme is reasonable? Whether the building performances after reinforcement and renovation will be improved? Therefore, it is of significance to evaluate objectively the problems mentioned above so as to ensure the effect of reinforcement and renovation. In order to solve these issues, this thesis focuses on the following works.1. A necessity assessment system of existing buildings reinforcement and renovation is development. This assessment system contains three-level indicators, with6first-level indicators,23second-level indicators and100third-level score benchmarks. The aim of this assessment system is to evaluate the existing building's current performance comprehensively, in terms of building and structure, indoor environment, energy saving, outdoor environment, regionalism and economy, etc. according, to determine the necessity grade of reinforcement and renovation, and to further point out the specific direction of reinforcement and renovation.2. A feasibility evaluation method of existing buildings reinforcement and renovation is development. This method can predict the service life of existing buildings, based on the necessity assessment results carried out previously. And then, according to the relationship of the service life and the design life, the renovation potentials, i.e. the feasibility of reinforcement and renovation in each phase of existing buildings can be calculated. The aim of this method is to determine the current renovation feasibility and to further determine the optimal period of reinforcement and renovation.3. The technical economic analysis method of reinforcement and renovation schemes for existing buildings is studied. By studying the economic methodology, the reinforcement and renovation are divided into two categories:the safety reinforcement and the energy saving renovation, and both of them are input-output quantified. The safety reinforcement effect is measured by net annual value (NAV) of the building service life after renovation, and the energy saving renovation effect is measured by net present value (NPV) of the year energy saving benefits after renovation.4. Based on the development environment of VB.NET, comprehensive evaluation tools of existing buildings reinforcement and renovation are developed, including Comprehensive Assessment System for the Reinforcement and Retrofitting of Existing Residence (CASRRR) and Evaluation Information Database for the Reinforcement and Retrofitting of Existing Residence (EIDRRR). CASRRR is mainly used to pre-evaluation and post-evaluation of the reinforcement and renovation. EIDRRR is mainly used to the storage and inquiry of the comprehensive evaluation information of each specific renovation project.5. Based on CASRRR and EIDRRR, an office building is selected for case study. It this case study, pre-evaluation, renovation scheme analysis, post-evaluation, and renovation effect analysis are all conducted, aiming at examining the rationality and feasibility of evaluation system, and further improving the evaluation tool.
