Research On Constraints Of Inland Vessels Navigating In The Jiangmen Guang Haiwan Waters

In recent years, as the rapid increasing demand for resources such as crude oil, coal and iron ore, the port transportation demand continues to be prosperous, which makes port industry being in a rapid development stage. As a result, it brings Guang Haiwan area a rare opportunity of developing port industries. Surrounded by a group of small islands, Guang Haiwan bay locates between the South China Sea and Tanjiang River. Its good nature and traffic condition has created opportunities for offshore engineering. By the limit of waterway, water depth or other natural conditions, seagoing vessels can't participate in transportation, construction, the inland waterway vessels undertake this task in some particular course of the Guang Haiwan waters. In the Guang Haiwan quite-covered-waters, more and more inland waterway vessels sail on it to transport the engineering materials, in return which brings the Guang Haiwan quite-covered-waters a big traffic safety risks. Research on safety equipment constraints,technical requirements and regulatory approaches of inland vessels navigating from Xijiang Ya menkou to Jiangmen Guang haiwan waters, not just only solve the regulatory challenges of inland vessels navigating in this area, but also be of great significant to improve navigation safety, reduce regulatory risk, and promote local economic development.In view of this, this article first introduces the climate> hydrology> channel depth,traffic flow and accident cause of Guang haiwan waters, analyzes the cover condition of navigation area, and offer the foundation of the feasibility analysis. From the aspect of the ships'safety requirements, this article comparative analysis the difference between inland vessels and seagoing vessels in the ship stability,strength, the freeboard and safety equipment requirements by the domestic seagoing vessel legal inspection technology rules and inland vessel legal inspection technology rules.Then, according to " person-machine-environment-management",this article analyzes the risk factors of the ship navigation safety in the Guang haiwan waters by analytic hierarchy process.This article is aiming to take a preliminary exploration about the limited conditions of inland vessels when it sailing on the Guang haiwan quite-covered-waters, and put forward the corresponding countermeasures and security supervision suggestions. The author of this article hope put forward the preliminary analysis and suggestions of safety management, on the one hand, to give the ship improvement scheme and safety management countermeasures to the ship company; On the other hand,to give some security supervision suggestions to the local maritime administration.
