Transmission network planning is an important part of power system planning and important work to guarantee the development of the power system stability. An ideal planning scheme should meet various requirements, but because of the complexity of the problems, the current transmission network planning cannot unify all the constraint conditions to one planning model; so the current transmission network planning usually divided into two steps, which was establishing optimal model and comprehensive evaluation of planning schemes. The results of the comprehensive evaluation related to merit rating of planning schemes, so the comprehensive evaluation research had vital significance.The current comprehensive index system of transmission network planning was not comprehensive, all planning results depended on their own planning opinion to make decisions, so planning results suffered the effect of the planning personal preference. This paper fully considered economy, reliability, adaptability and social aspects; it established reasonable indexes and met comprehensive performance requirements. The comprehensive index system laid the foundation for comprehensive evaluation. Aiming at solving problems of incomplete information and the strong subjectivity of index weights existing in the comprehensive decision-making of power transmission network planning, the paper constructs a set of scientific and rational power grids planning comprehensive evaluation model. Using the method of entropy weight to adjust the weight determined by analytic hierarchy process (AHP), it obtained the objective evaluation of the combination weights. At the end combined with TOPSIS and grey relational analysis methods to apply on IEEE Garver-6classic example of comprehensive evaluation, results showed the effectiveness of the evaluation model.
