At present the technology R&D project statistics show China's technology innovation about65%projects to obtain technical achievement, but these technical achievements and ultimately to the market and successfully to open up the market project only accounted for all of the project in9%, means that a large number of manpower, material resources and waste in many unreasonable technology innovation in the activity.In the sense that the technical innovation success rate and the transformation of the market rates are lower, combined with China's current lack of architectural engineering innovation rationality evaluation of the status quo, based on enterprise technology innovation process to the final application, design stage as an example, from the programme period demonstration technology innovation rationality. The research and application of literature analysis, and to the development of enterprise operation analysis and research, put forward based on the strategic development of enterprise technology innovation evaluation index system. The technology rationality evaluation system for three level index system, divided into three first level indexes, fifteen level two indexes and fifty-two level three indexes. Three level indicators for strategic evaluation index, enterprise risk control index and enterprise economy evaluation index. With the enterprise management strategy angle as the focus, to consider the core competitiveness of enterprises and the growth of enterprises and technological innovation model and the life cycle of the matching degree, and considering the influence of policy, economic development, market changes, innovation investment, development process and the market and the enterprise internal management risk, and enterprise for technology innovation brings economic benefits and social benefits expected, many influencing factors of technology innovation is reasonable or not. In the index system of evaluation, in a variety of evaluation methods on the basis of the study, considering the construction industry's own characteristics and cited technical innovation innovation degree and level of content of science and technology, the study chooses the fuzzy analytic hierarchy process, blending expert grading method, to the evaluation of construction engineering design rationality evaluation index system. And to the front is the international Beijing project applied to the technical innovation as an example, using the index system for the project of technology innovation decision making evaluation, gives the feasible conclusions; according to the project later period feedback data and initial project decision-making evaluation comparison, confirms the evaluation index system and evaluation method is feasible, and that the method can also be used as one of the methods of project post evaluation.
