Research On Readjustment Evaluation And Proof Method Of Tianjin Ancient Coast And Wetland National Nature Reserve

There are some serious problems existing in Tianjin ancient coast and wetland national marine nature reserve which obstruct the management of nature reserves, especially after that the State Council set the opening-up and development of Binhai New District of Tianjin as the national development strategy. The scope division of nature reserves seems non-scientific, non-standard and unreasonable. It is high time to make some readjustment. This paper mainly carries out researches on the readjustment evaluation and proof method of Tianjin ancient coast and wetland national marine nature reserve from the following aspects:This paper gives a brief introduction of current management situation of marine nature reserves both at home and abroad and makes analysis of the concept and function of marine nature reserves.This paper takes out research on the theories and approaches of the readjustment of marine nature reserves, proposes the theoretical basis of marine nature reserves readjustment, including sustainable development, regional economy, ecological compensation and function division, etc. and illustrates the guiding principle of marine nature reserves readjustment. It also formulates a series of technical guidelines for the readjustment, including information collection and research, assessment of the necessity for the readjustment, formulation of the readjustment scheme and the evaluation of the readjustment scheme.The evaluation of the necessity of Tianjin marine nature reserve readjustment is taken in this paper. It analyzes the present situation and existing problems of the nature reserves and sets up the evaluation system of the necessity of readjustment. Relevant data are collected and put into non-dimensional quantities. Analytic hierarchy process is adopted in the paper to evaluate the necessity for the readjustment of nature reserves.Readjustment plan of Tianjin ancient coast and wetland national marine nature reserve is formulated in this paper. The paper analyzes the ecological benefit, social benefit and resource benefit after the readjustment and also proposes the protection policy and management measures.This paper makes an evaluation for the readjustment plan for Tianjin ancient coast and wetland national marine nature reserve, including feasibility analysis, area of functional zone, preserve, management and the influence on social economic advancement. Evaluation indicators system and evaluation sets are established. Fuzzy synthetical evaluation is adopted to make quantitative evaluation for the readjustment plan.The theoretical basis, readjustment approaches, evaluation methods of readjustment necessity, evaluation methods of readjustment plan for the readjustment demonstration of marine nature reserves mentioned in this paper set examples to the evaluation and demonstration of nature reserves readjustment and are also meaningful for enhancing the efficiency of construction and management of marine nature reserves.
