In the period of the Anti-Japanese War, the National Resources Commission subordinated to Ministry of Economic Affairs of the National Government undertook the responsibility of heavy industry construction, management and operation. After the outbreak of the Anti-Japanese War, a large number of factories moved form coastal area into inland, and at the same time, the demand for power increased rapidly. Therefore, the National Resource Commission took the electric power industry as the major task to develop. During the difficult wartime, the electric power industry sponsored and managed in the rear area by the National Resources Commission, not only met the power demand of the rear military and civilian, but also laid foundation for the postwar industrialization of China.This article tried to analyze the development of the National Resources Commission and electric power industry on the basis of the massive reference materials and some other historical records, and then made an objective assessment of the role which played in the Anti-Japanese War.
