The Research On Social Construction For National Government In The Period Of Anti-Japanese War

While thepre-war social administration could not satisfy the aims and demands that thenational government needed for Anti-Japanese War, so under that background, thesocial department which exclusively managed social undertaking was establishedby national government.As the top organization majored in managing national social administrativematters and carrying every war-time social matters out, the mainly essential dutiesare managering public organization, social movements, social welfare, cooperativecauses and so on. Those duties which were achieved by the operating of socialdepartment had consisted of the important content of the national gorvernment’swar-time social construction.Centered on social department, the national government had establishedsocial administrative institutions at all levels, promulgated series of related sociallaw, educated a group of social workers, adopted measures and implementedvarious social undertakings. Those undertakings operated by social department ofnational government such as public organization, social movements, social welfare,cooperative causes had achieved rapid development and significant effect, whichhad strongly supported the war, changed the face of society in our country to someextent, and achieved the goal of resisting enermy and founding state. But due tothe special war environment and the class limitations of national government,those social undertakings also restricted the further development of socialconstruction.Though shortages existed in war-time social construction, it does supplied thehistrorical reference for today’s social construction and had its indelible value.
