Study On Function Transformation Of Comprehensive Culture Statons Of Township

The public cultural demand of peasants growed rapidly after abolishment of the agriculture taxation, the importance of the rural public culture production and public culture service marked increasingly. The comprehensive culture station of township is as an primary organization directly faced to rural public culture production and public culture service. It is significant to fully implemented service functions for the culture demands of the people and the Socialist New Countryside construction.This dissertation has researched the history stages of the function changes of the comprehensive culture stations of township. Generally speaking, the function transformation of the comprehensive culture station of township included three periods, which is from "political integration" to "self interest oriented" to "return to service". Before the tax reform, the comprehensive culture station of township paid more attention to government, but less service, therefore, the rural public culture production and public culture service is in short supply seriously; The reform of rural taxes and administrative charges relieved the conflict between government and peasant, meanwhile, it provides a new opportunity to comprehensive culture station of township to return to service.With theoretical analysis, this dissertation argued that the transformation from controlling to service is the basic function of comprehensive culture station of township in the new stage. In addition, facing the new task of rural cultural construction, comprehensive culture station of township should transform from single function to comprehensive function, transform from unidirectional supply to comprehensive bidirectional interaction.Based on the investigation, we found that the township government pay less attention to the rural cultural services.The comprehensive culture station of township exist many problems,such as management system is not perfect, mechanism is not smooth, the culture facilities and equipments are old, technical means are laggard,staff is weak and so on. Affected by these problems, the function of the comprehensive culture station of township has not completly return to service yet.Comparing with the demand of service-oriented government construction,it is still on the way. Therefore, in order to improve the service efficiency of comprehensive culture station of township,we should take from perfecting management system, innovating input mechanism, strengthening talents construction, innovating supplies pattern, and perfecting policies and laws.The dissertation is divided into six parts. PartⅠ:Introduction, which includes research background, purpose and significance of topics,domestic and international literature review and so on. PartⅡ:Function transformation of comprehensive culture station of township. Based on the historical investigation,this test analyze the operation and performance of comprehensive culture station of township in different historical periods after the foundation of PRC. PartⅢ:The function orientation comprehensive culture station of township. Put that providing public services and establishing comprehensive culture service institution is the basic function of comprehensive culture station of township. PartⅣ:Case study.The main question of the process of function transformation of comprehensive culture station of township. By empirical analysis, we get the verification that after the reform in tax and fee in rural areas, the service function of comprehensive culture station of township have not completely return to service.
