Zhang Shaozeng (1879-1928), was the twenty-third Prime Minister of Republic of China . Zhang Shaozeng lived at the turn of the late Qing dynasty and the early republican China. Although sprung from military ,promoted to be one of the commanders of new troops even early in hsuan tung period, he was considered as a tycoon of great political influence . In 1911, he launched the famous "luanzhou Soldiers Remonstrance ", forcing Qing government issued the Nineteen Important Tenets of the Constitution.In the early republic, Zhang Shaozeng had served successively as the first Suiyuan General and three-term Chief General of Army, one-term National Prime Minister.After his resignation in 1923, Zhang received a downpour of criticism .From a praised and respected hero, he became an unpopular figure after taking office as Prime Minister. This thesis will give an objective and fair evaluation of Zhang in view of historical materials.This thesis consists three parts:In the first part, strengths and opportunities of Zhang Shaozeng in the campaign for Prime Minister will be analyzed. First, the original relationship with the Northern Warlords made him suffer no obstructions from biggies in the campaign. Second, the leadership in luanzhou Soldiers Remonstrance in late Qing dynasty won him praises of all circles of society. Third, as the first Suiyuan General and three-term Army Chief General, he enjoyed a certain status and prestige in the officials of the Republic of China.In the second part, analysis will be given to the dilemmas of Zhang's cabinet such as finance and disarmament. On account of that, policy and the facing dilemma of Zhang's Cabinet will take on.In the third part, Zhang's influence after reinstatement will be related and analyzed in detail, and then come to the conclusion that it's inevitable that Zhang Shaozeng became a victim of political struggle.In the last conclusion, overall and objective evaluation of Zhang Shaozeng's entire life will be given based on his contributions and damages to the state and the society.
