It is the initial stage of China to contact with the international copyright convention during the late Qing and early Republican era.The development of the international copyright convention and the expansion of the copyright interests of foreign countries in China have contributed to the appeal to China to join the copyright convention from the international community.On the other hand,due to the development and prosperity of the modern Chinese publishing industry and the spread of Western copyright concept in China,Chinese concept of copyright protection had promoted,and the attention also paid to the international copyright convention.The international copyright convention disseminated in China through the introduction of newspapers and magazines,western legal books and the introduction of intellectuals,and become familiar to Chinese During the late Qing and early Republican era.With the appeal from the international community for China to join the International copyright Convention,there have been two debates in China about whether China should join the copyright Convention or not.But because of the reality of society culture falling behind and and Chinese knowledge were at low levels,China didn' t join the convention at that time.Thanks to those two discussions,the awareness of copyright protection has promoted among Chinese,and gained a deeper understanding of the principle and system of the international copyright protection.What' s more,it lays the roots for Chinese to be familiar with the rules of international copyright protection.In 1908,Chines government sent someone to the revision conference of Berne Convention invited by German government.Into the 20th century,although China didn ' t join the international copyright convention,the trend of the copyright protection system ' s modernization already irresistable.In 1903,China government sign an treaty include copyright' s protect,and then,Copyright Law of the Qing Dynasty was established in 1910,as did Copyright Law of Beijing government in 1913.Both of them have promote Chinese copyright protection system' s legalization and in line with international standards.The limited or the lack of partial content reflects that the desire of Chinese to reduce the limited of international copyright protection system and the demand for cultural exchanges.To a certain degree,it also makes the law to be a tool for the rulers to control public opinion and to consolidate their rule.All in all,the attitude to the Intenational Copyright Convention,whatever Chinese or foreign,reflects complicated connections between China and the Intenational Copyright Convention during the late Qing and early Republican era.The trend of modernization of copyright represented by the international copyright convention,Both China and foreign countries,or people with different identities in China,are basically agreed,which is also an important reason for the promotion of the relationship between China and copyright conventions in this period.And the degree of its advancement is also the result of the differences and intertwined struggles between the parties in their positions and attitudes.The contaction between international copyright conventions and China in the late Qing Dynasty and early Republican era,not only enhanced the concept of copyright protection for Chinese,but also promoted Chinese copyright protection into legalization and internationalization.Furthermore,it had an effect on the dealing of copyright disputes in that period.The experience of Chines engagement with the international copyright convention also provide a useful reference for China's participation in international affairs.
