China is an ancient civilization with its five thousand years' splendid culture. British scholar Wales said:"When the sol of westerners are in ignorance and darkness obsessed by theology, the Chinese people's thinking is open, eclectic and good at questing." British historian in science and technology, Dr. Joseph Needham said in masterpiece "Chinese History of Science and Technology ":"The ancient Chinese inventions and discoveries usually surpass those of the contemporary Europe, especially before the 15th century"," in the 3-16 century, China has maintained its scientific knowledge for westerners hard to act." So, urban culture is the cornerstone of urban development as well as one of the sources to expand rapidly. Today, many foreign countries have regarded the development of cultural industry as the mainstay and a strong driving force of economic growth, which plays a vital role affecting all aspects of national economic stability, such as stimulating demand, employment status, import and export and so on. Therefore, in order to conform to the trend of historical development and the real needs of economic society, countries all over the world are focused on the development of cultural industries.Culture is the origin of life-sustaining for a region and a city, and it's the source of creativity for urban sustainable development. As a historical accumulation and crystallization, culture is regarded as the city's spiritual fortune for thousands of years, the embodiment of city's personality and spirit, and the important indicator to measure the level of urban quality. Culture has become a central issue to urban development in present era. Therefore, to study urban culture has become an important task which is very urgent and can not be ignored.Obviously, the culture of Dalian is the spiritual motivation and intellectual pillars of the construction of Dalian, and it's also one of the most active and basic elements to improve Dalian's comprehensive competitiveness. As a new sunrise industry in the 21st century, cultural industry has emerged as a new force to create wealth in the society with its unique rapprochement which includes two factors of both culture and economic. Cultural industry not only makes a fundamental subversion of human traditional production methods, but also has effects on the political, economic and cultural development of a particular region and even the whole country, and it has become an important basis for economic competition and developmental condition power around the area. This paper has studied the literature home and abroad relative to the cultural industries, combined with the actual situation of cultural development in Dalian, summed up the experiences and shortages of previous studies and look into the future of Dalian's cultural industry through the discussion of Dalian's cultural history. There exists obvious dichotomy in Dalian city and its urban culture, one is the desolate ancient time, and the other is developed modern time. Both the suffering and bustling, western style and rustic, traditional customs and the fashion trendy, western-style house and grassroots co-exist with each other, so people making different, even opposite evaluations on this city is inevitable. Neither to belittle to these different versions of criticism like dwarf class, nor to hear words of praise and self-importance to think best in the world, the author try to look through the modern history of Dalian, and make an objective evaluation of the cultural industry in Dalian.This paper firstly macro-outlines the research status of cultural industry at home and abroad, and pointed out the framework and the significance of this study. Secondly, it expounded the meaning of culture and cultural industry, classification, characteristics, economic role and the objective needs theoretically. Again, by means of overview the formation of Dalian's culture from ancient, modern time to the new era, we could have a comprehensive understanding of the history of Dalian's cultural development so far. In addition, from Dalian's two aspects of advantages and disadvantages in its own development of cultural industry, the current development of cultural industry in Dalian has been discussed, especially its role in promoting economic development. Finally, to aim at the advantages and problems arising from the developmental procession of Dalian's cultural industry, it has proposed comprehensive approach and related policies in the construction of development in Dalian's cultural industry. Therefore, this study combines economics, history, cultural studies and many other subjects to make a basic and comprehensive discussion of Dalian's cultural development. Also, on the basis of theoretical summary of the first three chapters and the practical analysis, it points out constructive suggestions of Dalian's cultural development, including further emancipating the mind and ideas, following the principles of urban ecological development to build the landscape of physical state, improving the quality of urban culture and the people, establishing a scientific and developmental operating mechanism of cultural industry. A region or a city has formed cultural identities and characteristics different from other regions and cities in its long history of development. Due to natural conditions, geographical location, historical experience, and ethnic and demographic and other reasons, Dalian also forms its unique personality in the long process of development. Therefore in the new situation, on the basis of how to understand the city's culture and personality, how to make a comprehensive rather than one-sided, scientific rather than casual, accurate rather than vague evaluation on urban culture, making strategic choices complying with the laws of its own characteristics and development has become a major issue which needs to be urgently addressed in front of us.
