Cultural and creative industry has become the most active, fastest growing and most development potential industry in the modern economy world. The United States^Japan, Britain and other countries have positioned it as a strategic pillar industry. Dalian as the core area of Northeast Asia, relying on regional self-development advantages and combining with the government’s recent year’s policy orientation, has initially established a cultural and creative industry value chain. Cultural and creative industry has become an integral part of the city’s economy, and has laid a good foundation for its development. All the information has indicated that Dalian has entered a new period of overall construction. However, through the in-depth analysis of the current development of this industry in Dalian, the author finds that there are still some deficiencies in this area, such as the lack of government executive power and its confidence, the weak core and not relevant part of the industry value chain, and the lack of interaction between different value chains, which will hinder the development of cultural and creative industry to a higher levelIn this paper, the author use the comparative analysis, investigation, data analysis, literature reference and other methods to research the structure and advantages of Dalian cultural creative industry value chain. The author presents several good suggestions based on those research mentioned above. In her opinion, we should establish a talent introduction and training mechanism to meet the market demands. We should train and guide the audiences initiatively and set a competitive industry brand to build the industrial between the net value chains. Those directly implemented suggestions will be helpful for the further development of cultural and creative industries in Dalian.
