Career development Management is the critical activity towards individual career successand self-development, which is also an important tool for the organization to lead individualcareer planning&development and to achieve objectives of the organization.QingYuan Municipal Local Taxation Bureau has the mission “Money for the country, thelaw enforcement for the people”. Nowadays, with the development of taxation and increasingawareness of taxpayers, there are more requirements on tax official’s competence and diathesis.But in reality, both individual civil servant and taxation authority are lack of awareness tomanage career development. No clear plan and design on future career development alreadyaffect civil servant’s individual development and target realization of the organization.With the guidance of career development management theories at home and abroad, thisthesis analyzes what problems QingYuan Municipal Local Taxation Bureau has in current civilservant career development management through empirical analysis and status investigation,and explores the strategy how to structure career development management system in taxationauthorities by taking good example from oversea civil servant career development management.The first section is to introduce the background of the thesis, the current research status athome and abroad, the research significance and approaches, etc.The second section is to investigate and analyze the current status of career developmentmanagement of Civil servant in Qingyuan Local Taxation Bureau. After the basic introductionof Qingyuan Local Taxation Bureau, this section looks into the current status of careerdevelopment management of Civil servant in Qingyuan Local Taxation Bureau, and focuses onCivil servants’ career development satisfaction, engagement and factors influencing their careerdevelopment through interviews, forums and Questionnaires.The third section is to list problems in current career development management of Civilservant in Qingyuan Local Taxation Bureau and root cause analysis. Five main problems areidentified in this section with five according reasons.The fourth section is the analysis and reference of oversea Civil servants’ careerdevelopment management. Best practices in representative oversea countries are shared andsummarized in this section to provide inspirations for us.The Fifth section is to optimize Solutions&Suggestions on career developmentmanagement in Qingyuan Local Taxation Bureau. Starting from the necessity of careerdevelopment management in the organization, through SWOT analysis, this section exploresthe strategy, principles and main content how to clearly structure career development management system in Qingyuan Local Taxation Bureau from policy, consultation service,participants and technology perspectives.
