Participation Of Civil Society In Anti-corruption Issues Research

Studying the participation of civil society in the anti-corruption is to discussing an effect way of check and supervision of power. In Lord Acton's view, power tends to corrupt, and absolute power tend to absolute corruption. Abused of power as its essence,corruption shown here by the illegal occupation of limited resources and unreasonable distribution. We attributed the corruption existence to the lack of power supervision and restriction which led to the rights of alienation. We must build an effective subject of power restriction and supervision while granted power in order to realize the banlance of power.In present's anti-corruption process, to preventing corruption and the supervision of power, government tends to fight corruption internally.It still can't control the spread of corruption,although it have obtained certain effect. In between state and market of the whole society, which based on the theory of it, civil society play balance and coordinating role.In the background of constantly shifting of government management mode,it emphasizes the active participation of civil society. Throughout the success of anti-corruption in the domestic and foreign countries,civil society played an important role in it.But due to the unequal relationship between state and society, no status,no system,no mechanism,and immaturely development of itself in the real life,civil society didn't play a role completely and still face hurdles in the struggle against corruption.From the the theoretical basis of it, elaboration the existing basis of civil society participating in the anti-corruption in reality,this article try to find out another kind of anti-corruption strength,outside the state system and the politics.Through the analysis of the hurdles,find out the effective way for civil society to participating in fighting against corruption. Trying to jump out the strange circle of corruption existing in the fighting against it,perfecting the system of participation and strengthening the construction of civil society itself, construct a new way of anti-corruption in the perspective of civil society.
