Administrative Accountability

Responsibility is the key issue of democratic politics and public administration. Absolutely the establishment of administrative accountability system is one of the highlights of democratic politics and public administration reform,is a important step to promote innovation in government management. We have carried out a useful preliminary exploration and practice on administrative acorss the country since 2003,administrative accountability system have gradually institutionalized and standardized. But in the current ecological situation and administration,it is undeniable that there are still many problems in the inplementation process of our administrative accountability. And, administrative accountability system in our country overall is still a new thing, the academic research is also in the initial stage.Pointing to these situations, the author conscientiously sum up the problems of the practice of administrative accountability, combined with the theory, using various research methods, analysis the status of administrative accountability comprehensively, Propose some policy recommendations. We must gradually develop a culture of accountability, standard accountability procedures, improve the level of the rule of law, achieve multiple accountability, establish accountability back mechanism, strengthen the building of authorization mechanisms,carry out competitive elections at the grassroots level.Because of the Limited academic levels, coupled with time constraints,this paper still should be improved on the theory research,problems discussed and policy recommendation of the administrative accountability system. I believe it can be strengthened in the following studies.
