The Government's Liabilities Of Public Management

The study on the Government's liabilities of public management has been the core of the liabilities of public management theory these years. But the liabilities of public management are always not clear in public management theory. As a result, the government public management power often infracts social interests. Therefore, we need a liabilities'system which can punish the government for his infraction. And the government's liability of public management system is a good choice for us.To design a system of independent responsibility is a cutting-edge research under the perspective of public management system, which the behavior of the government's public administration can be bound, and the relevant interests can be protected. The pre-academic background of the construction of public accountability should be grasping the general issues of public management clearly, and placing the public management under dynamic consideration. The public management's generation, noumenon and operation empirical analysis is the basic method to study the problem and the basic thinking approach. The most fundamental issues of the government taking responsibility for public management are public liability configuration over the government management running, and the operation of inquiring public accountability mechanisms, principles, and rules of government management. Trying to establish a set of national conditions of China's government responsibility under the perspective of public management system, improving the logic of public management systems constitute, providing a legal basis for the implement the systems of public accountability, should be the academic contribution of the thesis.In this paper I introduce the writing background, and the basic issue of public management. And I try to design the liabilities of government public management. Furthermore I am designing a system of the government's liabilities of public management. At last, I find out the methods of making government respond in their damages.
