Human beings begin to enter the knowledge economy era, which represented byinformation and networking industry, with the rise of the IT, biotechnology,high-tech manufacturing and new energy technologies on a global scale.Knowledge-based economy is a new sustainable and globalized economic form thatbased on the core resources of knowledge. In the knowledge economy era, theorganization’s survival and development environment has undergone tremendouschanges with knowledge and information explosion. Cities, as the most rapid andmature areas of the development of knowledge-based economy, are in a high degreeof uncertainty and unpredictability. The increasing sense of public awareness of theirrights and ownership requires the government’s service to be more meticulous andpersonalized. Facing the impact of the knowledge-based economy, the traditionalpublic service of the urban government have been facing serious challenges inguiding philosophy, implementation of the main technical means, communication,feedback and implementation processes, etc. It is an urgent need for Chinese urbangovernment to find ways to improve public service and to create efficient,inexpensive and public satisfied government.The paper uses the government knowledge management theory to improve thepublic service of our urban government. It not only build a framework of Chineseurban government public service mod based on the theory of government knowledgemanagement, but also state out to use the “seamless” service as the path to achievethe goal. It has important theoretical research and practical significance on thecreating of efficient, inexpensive and public satisfied urban government, as well ason adapting to the knowledge based economy.
