The ROK Government Information Disclosure System Research

In recent years, the concept of citizens'"right-to-know" has been widely disseminated and recognized. Governments have to step up appropriate laws to protect the right-to-know of citizens. The formulation of government information disclosure system, the promulgation and implementation is one of the most outstanding performances.The government information disclosure system of South Korea has been developed and implementing more than a decade, China's "Ordinance of Government Information disclosure" also was implemented on May 1,2008. Two countries have similar cultural traditions, and faced similar problems in the implementation of government information disclosure system. At the same time due to differences in national circumstances and faced with their own special problems.Main content of this article is divided into five parts. The logic of institutions are as follows:The first part of the article related to card and analyzes the theoretical literature and theory of government information disclosure system. Fully understand the academic research and the main problem in this area in schools in current.The second part of the article explained the necessity of opening the information of government from development of the market economy, political democracy, respect for and protection of human rights, government corruption deepening reform and the prevention and control several aspects.The third part mainly analysis the similarities and differences between South Korea and China in legislative purpose, legislative principles, the main body of the scope of information disclosure, disclosure of the contents of the scope of the government information disclosure system. And this part also examined the status quo of the implementation of government information disclosure system. In this part also analyzes the main problems and causes in government information disclosure system of South Korea and China based on the current status of implementation between the two countries.For saluting the problems in implementation of the government information disclosure system, the fourth of the article puts forward the following strategy: improve the system itself, establish a sound support system, improve the civil service and citizens'social thinking and understanding, and strengthen the monitoring mechanism's construction and so on.The fifth part is summary of the article. In this part, article generalizes the status and problems in implementation process of government information disclosure system between South Korea and China. This study carried out objectively to look at the results obtained in the process and shortcomings, expectations for future researchers in related fields with some reference and control role.
