There is no doubt that we have entered into the information age, society is changing with the speed of development and people's idea. Lots of changes have been happened during management system, economic and social changes in all aspects of the society. The requirement increasingly, prompting the government to the role of the government needs to provide the more important part. The government should constantly enhance the ability to provide public services. And this is particularly urgent to pressure in our country when we are in the time which from the traditional economy to modern economic transformation. But how to effective spend economic cost in inside, and government officials to people with better quality of service? This is what incentive mechanism problems need to be solved.Our government in civil servant incentive on although binded regulation, in practice they have made some achievements. But after all, our country "the people's civil servant law implementing time is not long, and itself also needs have been the perfect, plus the era of planned economy bureaucracy the influence of factors, make the existing laws in practice probably wouldn't have proper role. Accordingly, to improve the effectiveness of our civil servant incentive mechanism, this research to improve Chinese administrative organization performance, enhance the government management ability has a very important role.This paper has been divided into four major sections. The first part is the introduction, mainly introduced the background, writing significance, research situation, etc. The second part introduces emphatically the incentive theory in the hierarchy theory of needs, justice theory, objective theory related theory and comprehensive incentive model. And on the basis of theoretical analysis, combined the incentive model structures, I set a civil servant incentive model, and the influence of the civil servant incentive is analyzed, several factors that influence the incentive effect has civil servants and the performance evaluation system. This third part introduces our civil servant incentive mechanism of the development process and status quo, and combined with the second chapter analysis results I analyzes our country civil servants of incentive mechanism of deficiency:at present our country civil servant incentive mechanism in performance evaluation, compensation mechanism, the mechanism of rewards and punishments and motivating supervision and above all have some shortcomings. In the fourth part thereof was put forward on the basis of improving our civil servant incentive mechanism, the author thinks that the related measures, want to let our civil servant incentive mechanism run effectively, we must change the government department management thinking, at the same time on the incentive mechanism of assessment, salary design, and rewards and punishments, promotion mechanism for perfect. Only in this way can we effectively play government of incentive mechanism effectively.
