Scientific, effective and rational civil servants incentive mechanism can improve the creativity and initiative of the civil servants, and ensure the public management and service of the government. Because of our economic and social progress of our own development needs and the needs of society, the civil servants incentive mechanism need to develop.In this paper, introduce the incentive and incentive mechanism, a comprehensive and thorough analysis of the theory of civil service incentives, and incentives to support the status quo and perfection. We must first distinguish between the public and private sectors in order to fundamentally ordinary civil servants and corporate employees to separate and thus highlights the theme of our research and focus. We start with the concept and the pattern of incentive, then we introduce the foreign principal motivation theory, and on this basis for these theories expounded China's role in the civil service incentive and inspiration. In the third chapter, we elaborate on China's civil service incentive mechanism of the status quo, the status part of the civil service incentive mechanisms, including my achievements, and incentives remain inadequate. At last we proposed the civil service incentive mechanism need to be improved. We focus on the concept of changing incentives and incentive systems designed to highlight these two aspects of comprehensive measures. Papers draw on and absorb the contents of the home civil service incentives and the essence of management theory, and China's civil servants incentive mechanism and characteristics of the combination of the status quo, the establishment of suitable conditions of our country's civil servants incentive mechanism of the theoretical framework and improve the measures.
