Since the CPC's Eighteenth National Congress,all people are committed to purify the political environment.The strategic layout of "Four Comprehensiveness"?the overall layout of "Five in One" and the new normal of Chinese economy have been proposed in succession and especially increased efforts have been made to build a clean government and combat corruption and the eight-point code to cut bureaucracy and maintain close ties with the people.To tackle corruption,the Party must crack down on the“flies" at the bottom and the“tigers”higher up.A new political environment and climate has emerged and the concept of civil service diligence and integrity has gradually come to most people's attention.However,incentive mechanism can not guarantee that corruption will be reduced or eliminated.conditions.How to mobilize and promote the initiative and enthusiasm of honest and hardworking civil servants,improve efficiency,reduce costs and improve services establish a good image for the government to solve these problems.In addition to a series of rules and regulations on the conduct of civil servants,there is need to establish and improve the incentive mechanism through various relevancies and effectiveness of the incentive mechanism can effectively promote honest and hardworking civil servants.Better the duties and responsibilities of civil servants,and the broad masses of the people for national service.Varied civil service institution have different civil efficiencies.To improve efficiencies were one of basic target toward administrative sectors.Individual capabilities will influence government service qualities and routines efficiencies.To certain extend,the civil stimulation mechanism have closed relationship with government mechanisms.This paper is divided into five parts.The first chapter begins with the research background and research significance,reviews the relevant literature on incentive mechanism at home and abroad,summarize the research contents and the methods of this paper.The second chapter is the concept of the effective incentive mechanism of the civil service and the relevant incentive theory.The third chapter puts forward the problems existing in the current incentive mechanism of civil servants and analyzes the reasons.The fourth chapter is a reference to the overseas civil service incentive mechanism.Based on the detailed analysis of the typical representative country's successful experience,we can draw lessons from the reality of our country.The fifth chapter puts forward countermeasures and Suggestions to improve the incentive mechanism of civil servants' diligence and integrity through civil servants' compensation system,assessment mechanism,promotion mechanism and supervision mechanism.
