The Research On The Rural Social Endowment Insurance

Rural social endowment insurance is both an important and weak part of China's social security system. China beagn to launch the pilot project around the country in the second half of 2009, which developed rapidly in the next year. Up to May 2010, the total number of taking the insurance is over fifty million, and the pilot work of new rural social endowment insurance has made the Initial results. However, there are still many problems in the pilot work during this time, which caused some obstacles for the further development of the new rural social endowment insurance. Therefore, I have made some comparative analysis and gained some inspiration on the basis of theory study and practice work between the domestic and foreign rural social endowment insurance system. Meanwhile, I have proposed some measures for the improment of China's new rural social endowment insurance on the basis of problems existed, hoping which can make some benefits for the improvement of China's rural social endowment insurance system.Full-text is divided into four parts:the first part is the overview of China's rural social endowment insurance system. We make some basic concepts related endowment insurance clearly at first, then we make a review of our current endowment insurance modes, and make a canparative anynasis between the new and old rural social endowment insurance.We conduct some correlation analysis about the pilot project of the new rural social endowment insurance in last more than one year. First we make some introduction of the pilot situation in some pilot provinces such as Henan and Guangdong, and then we summarize the problems arised in the pilot project, at last we make some anynasis about the problems.In the third part we mainly make some comparative anynasis among the typical foreign rural social endowment insurance. We make some introduction of the rural social endowment insurance like Germany and Japan and so on, then we make some comparative anynasis among the differences, and make a summary about the inspiration which come from these countries'rural endowment insurance modes. In the last part we make some thoughts and ideas of improving China's rural social endowment insurance. First of all, we make the narratation about the necessity of improving the new rural social endowment insurance, then we make feasibility analysis of improving the new rural social endowment insurance, in the end we make some specific measures for the improvement of the new rural social endowment insurance.
