The Government's public employment service agencies is the purpose of social welfare state to solve the employment problem of national institutions established, it is the implementation of national employment service policy entity of the organization. Is a national public employment services reduce unemployment, to assist a specific object of employment, an important sector for economic development. In the process of building a harmonious society, full employment personnel is very important part. Strengthen the public employment service personnel, and promote full employment, human resources, and promote a harmonious society, is the talent in Government service must assume responsibility. Currently, the Government is in the public employment service reform among the public employment service provider operating mechanism is still not perfect, affecting the sustainable and efficient public employment service supply. Therefore, the need to deepen the talent agency management system and operational mechanism reform, build public service personnel system, personnel of public services to meet community needs.At present the talent of local government public service platform for most of the people belonging to their respective government departments, agencies, business is largely derived from the administrative authority or commission, the staff are mostly transferred from the organs and institutions and enjoy the treatment of administrative staff, with a relatively strong functions of the government agencies to safeguard their own interests, relying on the power department, monopolistic segment the market, making each of the human service agencies closed their own way, lack of market competitiveness, and human service agencies will also have a market failure a range of employment services such as employment demand and the lag, information asymmetry and a series of contradictions.October 9,2009, the Ministry of Human Resources and Social Security to make on further strengthening the public employment service system of guidance, in which the second and third clear that public employment services and public employment service system by the government at all levels of human resources and social security administrative departments of education; the original place of personnel, labor and social security sector employment (talent) services management institutions to merge, streamline functions, defined responsibilities, and strengthen the network of public employment services co-ordination of planning and promoting the public employment services implementation of the system and service processes, services, unified system, unified planning and construction of public employment services, information networks, the implementation of financial security and other issues, organize and guide the overall area of public employment (talent) services entities to carry out service activities. Against this background, how to deal with local governments in China, how to build on the Government as an important part of the service the public employment service system for the new restructuring and strengthening, is worthy of further research and exploration. The paper attempts to Huainan City of the status of public employment services market analysis, research and explore the talent of Local Government Public Service in the new competitive market environment and policy to the context of development, and further play to the public employment service platform in regional economic development foundation in the allocation of human resources role, provide a reference observations.Therefore, the flow of talent and employment in the economic and social development is a major issue, China has entered a period of economic and social transformation, stakeholders and the social structure is undergoing significant changes, social conflicts and problems have become increasingly prominent, public employment services in China face enormous social needs and social pressure, and the other, with regard to the Huainan city and transition resources background, this paper analyzes government-owned public services and employment services personnel functions and roles, analyze government-owned public human resource services the direction of reform, while resource-based cities in China or the city in transition, declining resources, the public employment service reform has made some of my research and exploration.
