Value With The Plight Of The Campaign-style Enforcement

With the dynamic development of economy and society, the administration of various social and public affairs become more complicated. In the very period when our country undergoes social transformation as well as sustained and rapid economic development, new social needs emerge in an inexhaustible variety while government resources are short of sufficient resources in terms of human resources, mechanism and capital, which fail to match with the increasing complex social affairs, resulting in a phenomenon that lawbreaking behaviors fall on the blank or weak zone of supervision, thus disturbing the normal social order. To perform its duty, the government must severely punish the violation to resume the normal social and economic order; on the other hand, focus of the public and media on certain social issue also enquire the government to take strong measures to achieve effective governance in short term. Therefore, relevant governmental departments begin to solve prominent issues with "one strike" offense, or "sports" "in law enforcement.Today, " exercise in law enforcement " in China's social administration emerges ceaselessly and become increasingly fierce. Many scholars insist that defects outweigh advantages in such law enforcement, which brings nothing but temporary relief, and that the enforcement be abolished. However, in the author's opinion, under the background of China's social transformation, such law enforcement appears to be reasonable and necessary, and deserves objective study and analysis, especially when there are serious deficiency in public governance resources and increasing exercise in social affairs. The case study on "the regulation of unlicensed cab in Beijing" is also a proof of this enforcement.Through study on "exercise in law enforcement", this paper aims to better identify the relevancy between results and methods of policy implementation, an area which lacks in-depth research within the academia. In this sector, many issues require a thorough study, for instance, how to define the "effect" of policy implementation.After study, the author found that there are more competition than cooperation between government departments. Theoretically, different departments should collaborate for the public affairs administration; whilst in reality, the division of labor and location of various departments are vague and operation border are not unidentified.The paper aims to regard "exercise in law enforcement authorities" as an act of cooperation between departments to supervise the extent of cooperation. And such law enforcement provides mechanism of practices for the cooperation between government departments.
