Civil servant is the most important human resource of Party, the organizer and manager of the state and society, also the agent and executor of public power, the final implementation of Party lines, principles and policies, success or failure of regional economics and social developments, also the efficiency and quality of serving people, are closely related and inseparable to the civil servant's overall quality. Therefore, further study on civil servant management, building and improving civil servant management system have both research and realistic significances for constructing high-quality civil servant team and promoting civil servant management to be scientific, democratic and legal.However, the deepening of Chinese socialist market economy system, and the objective reality of building a moderately prosperous and harmonious society set higher requirements to the civil servant's ability and quality, also put forward a new topic for civil servant management system building. There are still some omissions on current Chinese civil servant management system affecting the government administration abillity and management level to further improve, also delaying the establishment of modern public service government to some extent.This article discusses the necessity of competence-based civil servant management, and probes concrete solutions of improving civil servant management system under the view of competence-based. The essay arounds five links of examinations and selections,competitions and incentives, assessments and evaluations, trainings and constraints,also civil servant's elimination, analysis the current questions appearring on civil servant management building, proposes a solution of improving the civil servant management system. The solution is to build competence-based civil servant management system, in order to provide certain reference for present and future civil servant management system building.The article consists of four parts. The first part defines the fundamental conceptions of competence, civil servant competence and competence-based. The second part reviews the background and theoretical basis of competence-based civil servant management. The third part expounds practice results of nowadays civil servant management system building from the angle of the legals and regulations development history, also analysis main problems and causes appearring on it's process.The forth part discusses the way to improve the civil servant management system from the angle of ideas, systems and methods, then makes the subject of this article, building competence-based civil servant management system.
