With the transform of the government function and the deepening of the reform, it becomes more and more important to evaluate grass-roots civil servants’ performance which account60%of the total civil servants in order to improve grass-roots civil servants’quality. But,the work is often a formality, and relative research is limited. So its meaningful to build a new performance evaluation system which based on competency.Based on researches on competency,competency model and performance evaluation, this thesis analyzed the relation between competency and performance,attempted to build grass-roots civil servants’performance evaluation model based on competency, and verified its validity.First, this thesis reviewed researches on competency model and performance evaluation and analyzed the status of grass-roots civil servants’performance evaluation in the Zhangzhou city. Second, the theoretical model and hypothesis were proposed. Third,A multi-round Delphi technique was conducted to develope scales and questionnaire based on previous researches. Fourth,an questionnaire survey was conducted in grass-roots of the Zhangzhou city. Fifth, EFA,descriptive statistics,Independent samples T test,SEM were conducted to verify the theoretical model. Sixth, this thesis applied the model to evaluated a grass-roots civil servant’s performance, and analyzed the underground applications limitations of the model. Finally, This thesis summarized the limitations of research, and presented implications for future researches.The research reveal that:(1)competency of grass-roots civil servants is a good predictors of their performance;(2)competency of grass-roots civil servants is a multi-dimentional construct which is composed of four dimensions of personality(personal influence power,conscientiousness,self-control),professional ethics(free of corruption, service consciousness,administration by law),core ability(executive ability,grass-roots service ability,adaptability,interpersonal skills),knowledges(professional knowledge, political knowledge, legal knowledge);(3)grass-roots civil servants’performance construct consists of two dimensions, task performance and contextual performance. The contextual performance affects task performance;(4) the causality between the personality, professional ethics affect and contextual performance is identified, the same between core ability,knowledge and task performance;(5)demographic variable except for education level shows no statistically significant effects on performance;(6)casual relationship among four high-order competency factors exists.
