This article first analyze the flowing actuality of our country's public servant, educe the reason of flowing is not easy of our country's public servant. Then introduce typical mode of foreign civil servant flowing mechanism, probe into each tache of foreign civil servant flowing mechanism, try to analyze the commonness and individuality of the foreign civil servant flowing mechanism. Then base on the government reformation trend of the new public management theory—enterprise's mode to transform the government, has analyzed enterprise staffs flowing mode and advantage and disadvantage. Finally, use for reference the typical mode of the foreign civil servant flowing mechanism and main mode of enterprise's employee flowing mode, put forward the majority employment principle and progressive operational mode, try hard to put forward collectivity idea for the construction of our country's public servant flowing mechanism.
