Research On Construction Of New Rural Community In Perspective Of New Public Service

In recent years, the central government has been introduced the "NO.1 Document" continuously to urban and rural development and narrow the urban-rural gap. Government documents relates to rural credit, education, health and other aspects, Linyi City, Shandong Province had the opportunity to vigorously carry out the construction of new rural community, and had great achievements. This paper used four points of the new theory of public service which is public interest, responsibility, the relationship between efficiency and equity point of view to be in-depth analysis. Put forward their views and understanding for the smooth progress of construction of new rural communities. This paper used an empirical study to point out the main role of government in the Construction of new rural communities which have practical significance to comprehensive and balanced development of rural areas.The first part of this introduction include the new rural community background, significance of the research situation at home and abroad, the main method of research ideas and innovation of this paper and shortcomings; The second part explains the new rural communities, the basic concepts of Integration of urban and rural areas focuses on a new public service in rural areas of J Town and has an important inspiration for construction of new rural community; The third part of the paper study the role of government perspective with the reality to analysis deeply of the problems in the construction of new rural community; For the above reason, the forth part put forward concrete proposals for changing the role of government; Concluded on the basis of the results of this study, the fifth part affirmed the achievements and project the future direction.Described on the final, the government will to be a comprehensive objectives, accountability and the concept of reasonable service-oriented government.
