On Hitting Underword Crime As Early As The Small

The formation of organized crime is a "snowball" process from the general group to criminal gangs and then to the organized crime. Based on this characteristic, to fight against "black" crime shall carry out the policy of "hit it as early as small". The only way is crushing in the egg:to block the development of the crime in the path to its destruction.Looking at the three striking hard in 83,96 and 2010, the seasonal special events, and the "anti-crime " struggle in Chongqing City,2009, though have achieved significant results, seriously punished the organized crime, yet did not play a fundamental role in curbing crime and evil forces. There is no good implementation of the "hit it as early as the small" policy. But the triad (nature) of crime has not been fundamentally curbed, "black " crime.The more furious the rebound quite more seriously.To analyze the reason,this is "hit it as ealy as the small" principle in legislation and judical pratice did not get a good reflection of the negative implementation.Only eliminating the bad effects of "hit it as ealy as small"principle, can implement concept deeply legislative judicial practice to tight against the crime:first ot all,we must improve legislation,specified criminal law into a criminal syndicate, with addition of property punishment and increasing penalties. Second, the police should change the policy and absorption of foreign "zero police" rational core of police policy, establishing specialized anti-triad team, unified and coordinated out of the police;thirdly,we should increase the prevention and control of the related crime,and cut off their properties into a crime; Finally, we should eliminate the breeding triad (property) crime subculture of social environment. Only the social security comprehensive management system,establishing combined punishment with prevention,can fundamentally curb the occurrence of criminal.
