Civil servants' withdrawal mechanism is an important link in civil service system--"recruitment","management","withdrawal". At present, whether the research or the practice on recruitment and management link has been institutionalized and normalized, however, the study of civil servants' withdrawal mechanism has been obviously lagged behind. In practice, dismissal encountered many difficulties because of the deficiency of performance appraisal system and the concept of resistance in the behavior of civil servants' withdrawal. Nevertheless, the advancement of present service-oriented government, the depth of government revolution, the innovation of civil service system urgently requires a high performance government and civil service team. The improve the quality of civil service and their potentials have great relationship with the soundness of civil servants' withdrawal mechanism. And our Party Central Committee has realized its importance and urgency, therefore it clearly puts forward the plan of building civil servants' withdrawal mechanism in its 2008—2012 work plan of the establishment and improvement of punishing and preventing corruption.It is necessary and feasible to meliorate civil servant withdrawal mechanism. However the reality is not so satisfactory and its execution is hindered. The main problems lie in the backward concept and the mechanism. In the thesis, the author analyzes the barriers of civil servant withdrawal mechanism, and tries to find out the cause of these barriers. Using the experience of foreign countries, the author promotes new theories on the base of the Public Administration, Theory and the Human Resources Management Theory. Finally the author put forward several suggestions: first, we should renew our concept and remove the Official Position Awareness; second, perfect the law of the civil servant withdrawing mechanism; third, promote the Institutional Innovation both for management and for withdrawing. It is hoped that, by this thesis, the concerned department will aware the problems existing in the civil servant mechanism and solve the problems by changing the mechanism and strengthening the concept.
