In the 26 years since the establishment of the civil servant system in China,various systems such as recruitment,training,assessment,reward,retirement,resignation,and dismissal have been continuously developed,forming a system of socialist management with Chinese characteristics.Regarding the "export" of civil servants,although relevant policies and regulations have been introduced,there are still contradictions in which the law is relatively insufficient.At present,the Chinese government is implementing a new round of administrative system reform.The Civil Servant Law of the People's Republic of China(revised draft)is about to be promulgated.Under this background,how to promote the development of civil servants' resignation,dismissal,early retirement,discharge,is a good research topic.Improving the civil servant withdrawal mechanism is conducive to promoting the construction of the civil servant management system,guiding the management of civil servants;facilitating the reform of the government personnel system,promoting the government's transformation of functions and improving administrative efficiency;facilitating the construction of the ranks of civil servants and forming a good competitive environment for survival of the fittest;guaranteeing the personal rights and obligations of civil servants and realizing the free and all-round development of human beings.This paper introduces the normal withdrawal mechanism of civil servants in China by understanding relevant research at home and abroad:retirement mechanism,resignation mechanism,dismissal mechanism,discharge mechanism of employment relationship.Combined with the actual situation of the normal withdrawal of civil servants from the government departments of Bozhou City,this paper analyzes many problems existing in the normal withdrawal mechanism of civil servants,such as:the normal withdrawal channel is not smooth,the ratio of entry and exit is unbalanced;the normal withdrawal mechanism is difficult to implement;the high-level talent loss leads to the civil services "reverse elimination",the corruption caused after the withdrawal.It clarified the reasons for the imperfect laws and regulations,the impact of policy issues and salary levels,the influence of traditional ideas,the failure of the evaluation and evaluation mechanism to function fully,the imperfect supervision mechanism,and the imperfect social security system after exit.In order to improve the normal exit mechanism of civil servants in China,combining the modes and experience of civil servants in developed countries and regions,this paper proposes six countermeasures,which are improving relevant laws and regulations,innovating the selection system for civil servants,breaking through the shackles of traditional old ideas,improving the evaluation system for civil servants,broadening the supervision system of the civil servants withdrawal,and expanding the scope of guarantees.
