Research On Transforming Functions Of Chinese Government With The Development Of Globalization

In the 21st century, globalization has becoming the important variable quantity and phenomenon, especially the big background and theme of this century. In such a big global environment, the behavior of all the governments has undergone a profound change and the innovation in management to improve the efficiency for them is extremely urgent. The transformation of the government functions is the guarantee of the sustainable development for our country's economy and the core of the reformation in the administrative system and institution. Whether the government can actually transform its function and exercise its power effectively to give full play to the basic role of market forces in allocating resources is the important element in determining the success in the globalization. In present, the transformation of our government's function has achieved a lot. Such as, the division of government and enterprise has taken a greater pace; the effect in cultivation, normalization, market supervision system has gradually being strengthened by the government. However, it faces many difficulties which are presented in the unsystematic relationship between government and market, the imperfection of institutional guarantee for the transformation of government functions, the social participation insufficiency, and the attenuation of informatization construction in the government function transformation. The reason for these difficulties is various, for examples, the conceptual factors, authority chaos and interests grip. But, to adapt the pace of globalization development, the transformation of government function is rather important. Therefore, it's a very important theme about how to adapt the globalization backdrop and transform the government functions, which benefit the sustainable development of our country's economy and the steady of the society and country. So, it is meaningful to do this research here.Firstly, this thesis discusses the background and significance in selecting the topic;then summarizes the research situation at home and abroad, forming the research ideas, main contents, research methods and possible innovations. It basically explains the globalization's implication, progress and characteristics, also the connotation and content of the transformation of government functions; and it concludes that globalization demands the reconstruction of government functions, the power transition of government and the best conjunction of government and market. Based on the basic theory presented, this thesis analyzes the goal of government functions'transformation form the three dimensions: the evaluation of value, the adjustment of construction and the optimization of function. Moreover, it emphatically presents that in the globalization, we must rationalize the relationship between government and market, strengthening macro adjustment and control; we must perfect the innovation of state institution and improve the state's innovation ability; we must improve the government's governing capacity and accelerating the informationization construction. Furthermore, it analyzes the achievement and difficulties during the process of the government function's transformation; and it deeply analyzes the main reason of the attenuation of the government function transformation. Finally, this thesis shows the principle which should be abided in the government function's transformation during the globalization process, and presents the concrete approaches for the government functions'transformation from the following aspects: establishing the government oriented and market leading economic regulation mode, selecting the"small-government—big society"style of government functions'transformation, implementing the systematic innovation and accelerating the pace of informationization construction.
