China's Urban Residents Entitled To Practice In The System Of Exclusion Study

Since the 1990s of last century, along with economic and social transformation, new urban poverty groups appeared. The majority of urban low-income group has changed from the traditional "three-no" people (unable to work, no income, the old, disabled and young person) into poor workers, the unemployed and their families. Urban poverty has become hot issues which cause close attention to Chinese society and government. The urban minimum living security system is a basic subsistence measure to alleviate urban poverty, maintaining social stability. In 1999, the state council promulgated "the minimum living security system", it indicated that china's urban inhabitant of minimum living guarantee system of formal more law-based. Since then, the urban minimum living security system becomes the main content of the social relief system.In spite the urban minimum living security system's starting point is to alleviate poverty and maintain the barest living, because of deviation of the concept, the complexity of the System and the influence of environment, the system has deviations in actual implementation. One of the expressions is cause exclusion to the object and cause structural damage. This article starts from the institution exclusion, then analysis how the system causes exclusion to the objects. The article followed its object from the application, qualification examination, the approval of applications and the active management of the whole process, using qualitative study methods to analysis the Exclusion phenomenon during the whole process. Use smith policy model, from three aspects:the policy itself, the social, the principal and cultural environment to analysis the reason of system exclusion. At last discuss how to eliminate system exclusion from two aspects:the concept and policy arrangements. On concept aspect, we should establish a fair and just social environment, strengthen citizens'rights awareness; Policy arrangements, we should give advices from the justice system itself, program, justice, implementation and assessment in some countermeasure; In the way of policy implementation, we should optimize work methods in the institution and improve the policy and evaluation model, so we can reduce and eliminate the exclusion in our system.
