Weining Yi, Hui and Miao Autonomous County is a western oldrevolutionary ,ethnic minority areas and poor mountainous areas.The practices ofpoverty alleviation and development of Weining is a microcosm about povertyalleviation and development policies in the country in western region and in theethnic autonomous areas, which is a typical case about the country to solve theproblem of minority survival and development. So on the basis of previous research,focusing on the implementation of national poverty reduction, the author try to findthe difficulties of poverty alleviation and development that Weining AutonomousCounty faces, analyze the reasons, explore the way of the Poverty Alleviation andDevelopment to breakthrough the "bottleneck" of Weining Autonomous County,give some suggestion for the local government , in order to be able to promote thelocal business of contributing to poverty alleviation and development and inferencethe national poverty alleviation and development of general reference value forPoverty Reduction.The work of poverty alleviation and development of Weining AutonomousCounty has relief-type phase (including the system to promote pro-poor phase)(1949-1985), the large-scale poverty alleviation through development phase(1986-1993), "Seventy eight" Anti-Poverty phase ( 1994-2000) and the new phase ofpoverty alleviation and development phase (2001-2010).Now Weining AutonomousCounty are doing a new round of poverty alleviation and development practice.
