Study On Present Situation And Restrictive Factors In Peasants' Political Participation, Taking H Village Of Hulun Beier City For Example

Modern politics argues political participation is not an important content and basic for the development of democratic politics, but also a fundamental problem in the study of politics. The report of the 17th congress explicitly pointed out:"Insist that countries all power reside in the people, expand orderly citizen politics participation from all levels and each field, the most widely mobilize and organize people to manage state affairs, social affairs, economic and cultural undertakings."At present, our country is still a large agricultural nation, the farmers are the subject of the social structure, and the rural democratic construction and the farmers' political involvement situation are important factors in relation to success of political reform.Entering the 21st century, the construction of democracy also gets further development in our country, rural political life has become increasingly active, consciousness of peasants'political participation gradually increases, and both the ways and the methods in participating gradually are to diversify. But due to the factors of constraints in subjective and objective conditions such as present political system, laws, regulations, and the peasants in our country, the current situation of farmers'participation in politics still exists problems in one way or another to be solved, the main reasons manifest in the system construction, education level of farmers, economic conditions and gender differences, etc. Therefore, based on surveys and studies in sample village of the article, from the actual conditions of peasants'participation in politics, analyze the system factors and non-system factors restricting the farmers' political participation of our country, and point out that improving their political participation from the following several aspects: Strengthening relevant legal system construction, to provide legal safeguard for farmers' political participation; Accelerating and deepening the reform of political system, to realize their political participation in institutionalization and procedures; Perfecting the supervision mechanism of public opinion, to establish smooth expressions mechanism of interest for farmers; Vigorously developing the rural economy and promoting rural infrastructure construction process, to create a good social environment for farmers'political participation; Improving peasants' quality, increasing political participation propaganda, and constructing rural political civilization. On this basis, promote the healthy development of the grass-roots democratic politics, so as to create good political and social environment for all-round construction of well-off society.
