Analysis The Background And Signifcance About The Mode Of Enrollment In Junior Armed Forces Commanding College

The enrollment of the Junior Armed Police Forces Commanding College is not only a very important premise, but also a foundational work of military institutional education. The situation of enrollment directly influences the level of construction and development of future officer team. In the past 30 years, great changes have taken places in both the size and gradation of the Armed Forces Commanding College, whereas, the admission system is still backward. Based on the experiences of jointly running education of local universities and the Armed Forces Commanding Colleges, this paper, by conducting a great deal of investigation, analysis and research, aims to construct a new mode of enrollment that caters for the present need of CAPF's College with the guidence of the human recource management theory.This paper contains five chapters as follows:Chapter One is the introduction, which mainly focus on the background and signifcance about the mode of enrollment in Junior Armed Forces Commanding College. Then the current studies on this research topic are reviewed; and the defination about the mode of enrollment is given. Finally, the scope of the enrollment is presented, namely"to enroll the young students from local universities". The present study is mainly carried out from spatial and time perspectives, and many research methods are adopted in this paper, including documentary research, interview, historical, and comparative ways.Chapter Two is the theoretical study about the mode of enrollment. Emphasis has been given to the deifination of the enrollment, its essential factors, position, influntial factors, problems and solutions. The mode serves as a connecting link between the thoery and practice, and its significance is great. The key ideas of the enrollment are its object, subject, goal, condition and content. And the content can be further divided into structure pattern and operating mode. Three essential factors of the enrollment are given, namely"planning, selecting, and enrollment". Theoretically, two theories help to lay the foundation for the enrollment of JAFCC, namely the HR management personnel hiring theory in public service department and the IDEF modeling theory.Chapter Three is a relevent study of three essential factors of the enrollment in five different countries. Through detailed studies of enrollment in five countires'military colleges , including the America, Germany, Britain, France and Russia, this chapter summarized their five successful experiences: number one is the political primacy; second is complete legal system; number three is to make full use of local university educational resources; fourthly is strict selection of future officers; and the last one is the completed training before enrollmentChapter Four is history and present status of the enrollment in Chinese Junior Armed Forces Commanding Colleges. On the basis of chapter two, it analyzes the historical nature, evolution and present situation of the enrollment in JAFCC. Through the study of these factors, it concludes that the standards for future officers'cultivation should be based on the ideal faith, knowledge structure, public image and great potential. Moreover, it emphasizes the necessity of establishing this fixed mode.The Fifth chapter is the study of model constrution. It has been carried out from four perspectives: the basic content of the enrollment, the strucutral layout of the enrollment, the ways of operation and the feasibility argumentation of this model. The researches about the joint education, board category enrollment, military service law; reserve officers law, labor law, and placement for drop-outs guarantee the smooth running of this mode. Four essential factors are presented in this mode, including planning, enlistment, training and enrollment. Three flow charts are also given, including the strucutal, the running, and relevant facotors frameworks. It has also been put forward that the joint education with universities that adopted the board category admission can ensure the smooth running of the present enrollment system. Meanwhile, the newly enrolled students are freshmen from these local colleges too, and the proper time is in first semester. The way to reruit these students is exactly same as to enlist the local university students in the army, which has a higher requirment on students'political record, interview and physical examination. Before the admission, the applicants will experience three-month military training to know more about the army, and then they have to attent a kind of testing which mainly focuses on one's military skills and physical fitness. Only those who are best qualified will be admited finally. After entering into the CAPF's college, students are facing a suiting period inspection, which is a comprehensive examiniation focused on students'performances and potentiality. Those who failed in this examiantion will be eliminated.The people's armed police forces shall be under the leadship of the state council and the central military committee. It is often regarded as the policemen with the nature of the army, or vice versa For most of time, they play the double role in our society which is a kind of value as well as a kind of advantage. The Junior Armed Police Commanding Colleges should make full use of this dual role, and integrated the resourses from both army and local universities to serve for the culutivation of qualifed officers for the army, for the people, and for our country.
