Power Supervision Of The Party Committee "in Charge" Of China's Political System

At present, the supervision to top leader's power becomes a major one in the course of political development and its perfection. Top leader in the party committee has a special and important status in China's political system and a significant impact on the political leadership and policymaking.The formation of the top leader's status under the political system has its own special historical reason, decided by our China's organization and leadership system--democratic centralism,which has entrusted top leader with a prominent leadership. In the construction of socialism cause, Top leader in the party committee has shouldered the momentous historical responsibility which is also an essential factor where democratic centralism produces effects simultaneously. Democratic centralism has set high requirements in terms of the top leader's competence as the combining of democracy and centralism.From the reform and opening up until today, our China has made our efforts to improve the supervision power, does a lot of massive careful work and achieves remarkable results. However,besides these achievements, we also see there are still a lot of deficiencies to deserve our further efforts to strengthen the power to supervise top leader.There are some deep-rooted reasons behind the lack of the surveillance to top leader's power. Mainly including four reasons: subjective, economic and environmental, political system and social cultural reasons.For these reasons, there are four countermeasures worth us pondering. First of all, to improve the democratization of power allocation in the party committee and standing committee; Secondly, to heighten the selection of staffing mechanism; Thirdly, to enhance the top leader's power in the decision-making mechanism; Finally, to establish and consummate the eliminated and monitoring mechanism.
