The Research For Peasants' Anti-Poverty In New Rural Construction

Peasants'poverty is the crux of the issues of agriculture,rural areas,and peasants.It is the essential requirement of the socialism to relieve and eliminate the phenomenon of peasants'poverty and realize the overall goal of collective affluence.It is also the fundamental task of building a harmonious society.Therefore,it is the most important way to adopt a total approach to create a nation of moderate prosperity.Dingxi City is a well—known under developed area throughout China,and peasants'poverty has been along—standing issue . The government has implemented the strategy to alleviate poverty and develop regional economy since 1983.Up to now the population of absolute poverty has dropped from 1.7million to 69.3 thousand,and the population of low incomes to 410 thousand.The feature of countryside of Dingxi has been changed greatly.But under the combined influence of internal defects in nature,history,society,humanresource and present poverty relieving mechanism,the issue of peasants'poverty still has been conspicuous,and presents new features and tendencies in views of the development of economy and society.Peasants'poverty is not merely an economic issue,but also involves various fields,such as politics,culture,sociology,ecology. Therefore,it is impossible to fall back only on the previous economic mode to tackle peasants'poverty in Dingxi.Rather we should study and discuss the issue from the dynamic perspective of theory and practice.The paper aims to have a systematic understanding of the developmental rules and dynamic evolution of peasants'poverty reduction .After reexamining the poverty relieving measures in Dingxi,revealing its internal drawbacks and drawing on the experience in the efforts to relieve peasants'poverty both at home and abroad,the paper follows the principles of improving the overall,coordinated,and sustainable development of population,resource,and ecological environment,tries to find out an appropriate and innovative way to fight poverty in accordance of new features and trends of poverty removal,and proposed the comprehensive and sustained measures to alleviate poverty under new circumstances,hoping to provide a helpful supplement to the present poverty reduction in terms of both practice and theory.
