Research On Policies And Regulations Of Eco-Tourism

With the improvement of living standard and environmental protection consciousness, the eco-tourism is accepted by more and more people. In recent years, eco-tourism has got some achievement in China. However, it still has some distances compared with the developed countries in the world. In the development and management of scenic area, developers have used the traditional extensive development mode, because they usually focus on economic interests. In addition, large scenic areas have been polluted and damaged by some tourists who are with weak environmental protection consciousness. This paper aims to restrict and instruct the eco-tourism development become more scientifically in the law, and to protect the natural resource and eco-environment.The experience of eco-tourism developed countries was analyzed in this study. China can learn these experiences from United States, Japan, Australia and Kenya. Such as, the United States National Park management system and administrative law system, the Natural Park management system of Japan, and the scientific guidance and protection of rights and interests of community residents of Kenya. The status of eco-tourism, advantages of eco-tourism, and problems of eco-tourism were also discussed in this study. Finally, according to the actual situation of China, it is proposed some solutions including as, establish tourism law because of it is did not have a complete tourism law to restrict the tourism company in China. The tourism law should combine various interests for balanced in the law. It should not only restrict and regulate the tourist, but also regulate the government, the tourism companies, and community residents. Besides, the government should issue some supportive policies for finance, science technology, and cooperation. In tourism planning area, China government should learn some good policies from developed countries and make a plan for eco-tourism which is combine natural protection areas and local economy development. It aimed to improve the well-being of the masses, to protect the local environment, and to develop the eco-tourism economy. In participatory of community residents'area, it should be build up the information disclosure system, the mechanism of ecological compensation, and the communication and democratic consultation between government and resistant. Administrative transparency and right to know should be ensured by the law in order to solve the problems of information balance and the response of public policy between government and resistant. The establishment and development of information disclosure system, the government and relative management department should ensure the participation of community residents to promote the relationship of local environment and economy interest relatives.There are abundant tourism resources and huge tourism development potential in China. The development of eco-tourism is not only promoted the development of social economy, but also the protection of China's resources. Therefore, the government should speed the relative legislation, complete the system of management, and participation security of community residents, in order to build a better environment for eco-tourism.
