Russia and China are perhaps the world most significant developing economies. Under the influence of changing forces, such as the market-oriented economy, advanced technology, process of globalization, public administrative managers are learning to create new people-oriented organizational cultures. All the organizational activities are centered upon the performance of public employees. However, the performance quality of the public servants is correlated to their motivation. In modern educational research, motivation has gradually attracted educator?s attention. Therefore, most of this paper is to be devoted to the theme of motivating staff in public sector of higher education.This paper aims to explore how public servants are motivated in developing China and Russia, what are distinctive challenges in public service motivation administrative managers meet and how they attempt to prevent demotivation of their significant employees. Thesis?s framework consists of 6 chapters and includes theoretical aspects, practical aspects, recommendations and conclusion.Chapter 1 introduces background and significance of the topic, research methods and literature overviewed.Chapter 2 highlights the important concepts of motivation and public sector, employee motivation theories and their implicationsChapter 3 highlights the state of the PSUs and compares the features of motivating its employee in Russia and ChinaChapter 4 on specific example (FEFU, Russia) analyzes the state of motivation and job satisfaction of academic employeeChapter 5, 6 provides recommendations on improving motivation from 3 sides: theoretical, China?s experience and personal ideas in developing successful motivational strategy.By all means, China?s public sector is more attractive and had succeeded within transformation to"open market"economy. Public sector of Russia should pay more attention to motivate their employee in order that they can fulfill their duty properly.
