When our public sector makes great contributions to our countries, there was inefficient and ill-Deng services phenomenon.through establish a sound incentive mechanism which can encourage public human resources continue to pursue the public interest and the general welfare. This is also the expectation of people of all nationalities.Collected papers, research on public sector incentives, generally in the following research perspective. The first angle is using the theory of human resource management departments in China. The second point based on specific incentive motivation theory. The third perspective is drawing on the advanced experience of foreign countries and put forward proposals to improve the system of china. The fourth point of view, from the overall incentives for China's civil service.We will find this incentive mechanism, most of the attention primarily on material incentives, the implementation of the more positive incentives, incentive of the spirit and negative incentives are concerned less. This paper attempts to introduce these neglected incentives remain important to you, such as the public sector for the characteristics of public officers, the introduction of the career management and also to give special presentation of the negative incentives, emotion. Explore these incentives is to build an efficient incentive mechanism. Inspire public servants to provide quality service.This thesis is divided into five parts:the first part introduces the theories, their main functions and exertion ways of motivation and the motivation mechanism:the second part analyzes how the motivation mechanism exerts and its experience of the west civil service system.and the third part summarizes the formation and actuality of the human resources'motivation mechanism in Chinese public sector. The fourth part tries to carry through some exploration on the countermeasures to further perfect the motivation mechanism of the public sector. After the introduction of incentive-related theories.the paper first analyze west public sector incentives in a brief way, summarized experience of Western incentives in the public sector building. This experience is mainly reflected in the salary incentive, promotion incentives, assessment and incentive, the training incentive, incentive, and reward and punishment. Then do a review on our formation of public-sector incentives, and noted that since the founding of new China we have made great achievements in public sector incentives building. On this basis, analysis the incentive idea behind formal performance evaluation, pay system lag of, promotion system, bureaucracy, lack of negative incentives and other issues. Humanism, enhancement of salary, promotion and improvement of performance management measures to the corresponding question. Meanwhile, according to the current changing situation on the incentives, we also made some useful exploration: the introduction of negative incentives, introduction of clean margin system, as well as emotional honor inspire. With a view to form a sound public sector incentives and thus greatly improve the efficiency of public administration.
