Personnel development is a key one of central issues of army construction. Arounding on the topics and formost lines in the development of defense and army, improving combat capability in system of system based on information systems, Central Military Commission issued"personnel development design outline before 2020 in army"in a few days ago, which pushes the scientific advance of talent construction in army and lays a strong cornerstone for information construction of army and taking our army's history missions in new centery and phase. However, the talent's quality evaluation is an important standard and way of using and testing talent person.With the great changes of talent requirements in current phase, studying the integrated quality evaluation issue has a deep real significance.The teaching institutions take on great responsibility of training"fighting for victory"qualified talents for the Army, its position is very important, because they are related to the whole construction of the Army and transformation of commanding and training model. Studying the teachers'comprehensive qualities and evaluation issues of teaching institutions has an positive significance on themselves'growth and management, the standard's formulation of excellent teachers'selection, the teaching institution's construction and development, the whole culturing activities for military talents and supplying excellent talented person for information war.On this thesis, there are four tasks and some innovations as follows: First, the paper dwells on some concepts and basic theories of integrated qualities evaluation and knowledge about Cloud Theory. We mainly introduce teachers of teaching institutions, quality, concepts of quality evaluation and analysis the theories and methods of quality evaluation, and then we also state the notion of cloud theory, numeric characteristic and the conception of cloud gravity, all of these theories and conceptions are in favor of the next research work.Second, the paper mainly establishes the teachers'integrated quality evaluation index system of teaching institutions. Considering the reality of teaching institutions'teachers, from the four sides quality of ideas and moral, military, capability of teaching and basic ability of teachers, we put forward the teacher's comprehensive quality evaluation index system of teaching institutions which is in line with the reality and also analysis the top indexes.Third, the paper put forward a new evaluation method named MCGC-SEW based on MCGC in Cloud Theory which has been improved by the structure entropy method (SEW). Combining the reality of teaching institutions that there are too many qualitative indexes, Considering the flaws of traditional methods in dealing with the ambiguity or randomness of qualitative remarks In this chapter, we introduce the method of MCGC-SEW integrated MCGC and SEW. we use SEW which had considered subjective and objective weight to insure the index's weight in index system, apply the MCGC to evaluate its comprehensive quality and give the particular method calculating all levels of index's weight.Last, with an example of a group army, aiming at the teachers'actual facts of teaching institution, applying the index system on this thesis and the improved evaluation method, we make an analysis of its integrated quality, validating the veracity and rationality of MCGC-SEW.
