Research On The Household System And Resource Allocation

The current household system is formed in planned economy system in our country. The household system always plays an important role in the resource allocation. The phenomenon of"resettlement for college entrance examination"appears frequently is the fully prove of the problem of resource allocation unfair in the part of educational resources. We should separate the household system and the benefits behind it, and give back the function of record and service people because the household system deeply influenced the resource allocation.The paper analyses the development of the household system and the relationship with the resource allocation, especially in education, job opportunity, social security, and housing etc. It analysis the social background and form reasons with the perspective of"RCEE", in order to prove that the household system influence the resource allocation especially in educational field with"blue household"for example. On these foundations, it proposes the measures about the household system reform through the Justice Principle of Rawls, the correlation theories about institutional economics and equal access to public service. At last, it puts forward reform measures about the household system: establish specific <The Law of Household> to ensure free migration; separate the household system and the benefits behind it to realize the equality of household registration; take the gradual model to achieve consolidated urban and rural household mode finally.
