Since the sixth Plenary Session of the sixteen CPC Central Committee, building service-oriented government, strengthening social management and public service functions have become an important goal of our government. "People-oriented" core ideology emphasized the importance of our government change from the "government-based"management-oriented government to"citizen-based"service-oriented government. Service-oriented government requires all government activities considered from the real interests and the fundamental needs of the people, with all my heart to serve the people. The construction of chief hall complies with the objectives and requirements of building a service-oriented government which is the platform of government recently contacting with citizens. Lobby government agencies as an important administrative examination and approval, the level of its services to better reflect the quality of service-oriented government building. Citizens experience public services provided by the government, the level of satisfaction with the service that best reflect the level of government services. The public sector should be based on customer demand, to strengthen the government's responsiveness to public demand, the customer satisfaction as the core criteria for evaluating the quality of government public services. At present, the construction of China's government in serving the public hall, people-oriented, customer-centric philosophy not impressive enough. The lack of an effective mechanism to interact with the public administration, public participation in the system is not perfect. So the government lobby satisfaction assessment can find out the lobby government development problems and give them advice on specific issues with the actual situation.Based on the above, the paper by viewing the literature of evaluating the satisfaction of domestic and foreign government chief hall public-service combines with current development of Anyang Henan Province Public Service and Social Council to establishes the satisfaction evaluation index system using the Delphi method and fuzzy analysis hierarchy process. This paper selects Chief Hall of Human Resources and Social Security Bureau in Anyang Henan Province as study object. Using the public who handle affairs to fill questionnaires, to collect the dates about government hall public service satisfaction survey. Then, we analysis the collected data entry and collation, evaluation analyzes the government hall service satisfaction, according to the results of data analysis to determine the impact and relevance of the satisfaction of the three aspects of existence, the government obtained the hall service satisfaction is not high. Author of the government service satisfaction Hall summed up the problems missing "citizen-based" service concept, the government information disclosure quality is not high enough condensed cumbersome business processes, staff service quality is uneven. For these four questions, the author put forward four proposals for improvement:the establishment of a "citizen-based" as the core of the service-oriented government hall, strengthening regulatory mechanisms to improve service quality, improve disclosure of government information and services, quality of information, to promote innovation and business processes lobby government integration.The main innovations of this paper include concept innovation and content innovation. Currently, researches evaluating the satisfaction of the chief hall are still relatively small. In this research, we choose the chief hall of Human Resources and Social Security Bureau in Anyang Henan Province as a targeted case. Through the evaluation of the satisfaction for this chief hall, we found issues that currently exist in the process of public service which based on the satisfaction level. And tentatively put out countermeasures and methods to improve the satisfaction of the chief hall. In the research concept, building service-oriented government is the starting point and the guiding principle of this paper. This concept has been throughout the course of the study to evaluating the satisfaction of the chief hall of Anyang Henan Province in order to build service-oriented government.
