The Research Of Peace-and Order Maintaining System Against Mass Events Around Beijing Area

As we know, mass event is unavoidable in any society, especially in the period of social and economic transformation. With the social stage of system reforming, economic transition and structural adjustment, and the readjustment of social benefit, social contradiction and the social question have been increased unceasingly since 1990 s, especially recent 10 years or so, which consequently causes the number of mass events growing promptly. As a result, Chinese government has been taking more efforts to reduce the damages and effects caused by mass events while coping with, for most of the mass events have turned to riots causing great economic losses, weakening social stability and harmony , and even the Committee Party s leadership.Beijing is the capital of China, as well as the communicating center of culture, economy, politics and diplomatism in China. Therefore, keeping Beijing stable and peaceful is critical to Chinese government as well as the Committee Party. But how to protect Beijing from mass events or riots, maintain peace and order is not only an important topic in Chinese academic circle but also a hard nut to the police authority and the govenment. Then, is there left any room for the armed police forces ( so-called Chinese military police) to do in helping the government and the party to prevent, respond and handle the mass events?This paper tries to give an answer: setting up the maintaining peace-and-order system of Beijing Metropolitan area, just like digging the defencing-river to protect city in old days. Firstly, this paper summs up the geographical characteristic of Beijing metropolitan area. Secondly, analyses the specialty and trends of mass events in this area. Finally, from the long-term aspect, argures the armed police forced should establish the peace-and-order system of Beijing Metropolitan area and details how to build up.With the conclusion that setting up the maintaining peace-and-order system will help to keep social and political stability and build a harmonious society, the author anticipates this article research could contribute the one's pygmy effort for related research.
