The future warfare which is full of complicated intelliengece, high-tech weapons and equipment, will be a kind of multi-dimensional war in the land, sea, air, space and electric (magnetic) environment. To the organization of Joint Operation Plan, the planning environment including posture, resources, organization and coordination is more complex. This environment requires that the Joint Operation Plan(JOP) support all command levels, all members'self-synchronization and a unified expression base; the same time, it's important to verify the accuracy of JOP and ensure the reasonable of it. Specifically, the expression and verification of JOP is a serious problem, which is the core of this study. This paper mainly focuses on the ontology based representation as well as further logic based validation of the JOP.1. The JOP representation and validation framework based on ontology is proposed.The main content of this study is the expression and validation of JOP, mainly including the unanimous expression and validation mechanism. The purpose is to specificate and summarize all the elements, relationship and structures of JOP, offer templates and guidance to people making complicated JOP and achieve standardization and sharing. The validation includes detecting errors, eliminating conflicts and improving the plan, to ensure the integrity and correctness of JOP. The validation mechanism is the basis for calibration, which makes the validation more effectively implemented.2. The expression of JOP and verification rules is proposed.The complexity of Joint Operation environment determines the expression of JOP is multi-level and multi-cognitive domain mapping, which related to different combat units, combat resources, and a lot of information and knowledge model also related. All kinds of information and knowledge are geographical distributed and inconsistently described. Establishing JOP ontology, share and integrate of all kinds of knowledge and information models, and form a unified expression basis of JOP.The rule expression is an important and difficult task. Valid representation is the cornerstone and the core job of verification. Only the rules effective program can go further study. But the verification contents are massive involving within and among the areas of combat units, combat resources, and based on different representions of JOP there are different rules expression. The rule study is the further distillation of JOP ontology and the effectiveness of the rules in order to protect the plan that is reasonable.3. The verification contents of JOP are proposed. The JOP has numerous contents needing to be verify, and is built aroud the core activity- action, there are: the constraints and verifications between actions, the constraints and verifications between actions and resources, the constraints and verifications between actions and military strengths, the constraints and verifications between actions and objectives. The JOP verification in this paper mainly covers all the core contents of JOP, not only for the possibility of logic verification, but also the consistency of all within and among domains, and it can detects the conflicts and contradictions of JOP.
